The 2 million GBP grant is annually awarded to 60-70 Community and Voluntary Sector (CVS) organisations implementing community projects complementing the outcomes of the Council Community Development Strategy. I have worked as (Chief Technical Advisor) project manager of 3 on-going employment generation projects, with the combined value of 15 Million USD, through the promotion of cottage industry in 3 Governorates of Iraq (Thi-Qar, Kurdistan Regional Governorates and the governorate of Diwaniyah).
Develop project work plans, Develop project monitoring system, report progress of project implementation and status of outputs to UNIDO senior project management at HQ in Vienna, share monitoring reports with members of Project Steering Committee, Organize six-monthly Project Steering Committee (PSC) meetings (including, preparation of the agenda and taking minutes, preparing and presenting progress report for the planning period with proposals needing policy decisions -e.g. budget reallocation, change in work plan, change in outputs, approaches etc.); negotiate with training providers and evaluate their performance against agreed proposals; feedback from field project coordinators and users constitute integral part of the in-house evaluation exercise. As part of my remit, I secured a 3 million USD grant from the Government of South Korea, through the UNDG-ITF (UN Iraq Trust) for the replication of the same project in Hila directorate.

Harrow Refugee Forum is an umbrella organization whose core responsibility is to build capacity of member refugee, ethnic minority community organizations to improve their services to their members. As the Capacity Building Manager I am responsible for providing support members develop their respective capacities to assess needs and develop training in strategic management, such as, Needs Assessment and Evidencing, Programme/project development, governance, project management and institutionalising a functioning quality management systems and developing self-evaluation procedures. I also catalize building strategic partnerships with statutory and voluntary partners to advance sustainability of services provided by member organizations.

Prepared “Evaluation Approach” (Framework) to guide IFAD’s evaluation of the regional strategy for the reduction of poverty in the Asia and Pacific Region (constitutes of 23 member countries) scheduled for late 2005. The “Evaluation Approach” addresses objectives, scope, relevant evaluative questions, evaluation design, evaluation criteria, work plan and deliverables. The exercise is informed by the current and previous IFAD Policy Frameworks, current Asia Pacific Regional Strategy, literature on poverty reduction strategies, relevant IFAD Country Strategic Opportunities Papers and previous thematic, country and project evaluations. The findings and recommendations of the evaluations will be input to the review of IFAD Regional Strategy for the Reduction of Poverty in the Asia Pacific Region with the view of improving the efforts of IFAD and its partners towards achieving the relevant Millennium Development Goals.

Prepared UNODC 2004 Annual Evaluation Report. The assignment involved analysis of findings of all independent in-depth evaluations of thematic, global programmes and regional, and national project evaluations carried out over the year – related to the effectiveness, impact and sustainability of UNODC programmes and projects. The report identified constraints and best practices with system-wide significance. Further, the report made recommendations relating to strategic policy, programmatic and implementation issues to improve future policy and strategy development process, project design and implementation arrangements.(Report Available at UNODC website)

Assisted UNESCO Internal Oversight and Evaluations develop 2002-2007 Medium-Term evaluation programme and detailed evaluation work plan for 2002-2003 biennium. These plans were developed on the basis of the UNESCO Evaluation Strategy, the C/4, UNESCO’s current Medium-Term strategy and C/5 which translated the strategy into three biennial programmes. In compliance with the instructions and decisions of the UNESCO Executive Board, the plans have identified strategic management studies, thematic, cross-cutting and inter-sectoral programmes, projects and issues for evaluation. The feeding of findings of these evaluations into the planning process will enhance relevance, impact and effectiveness of future UNESCO strategies and programmes.

• Evaluated several programmes and environmental policies, strategies, programmes, and projects (in-depth and field evaluations in Africa and Europe).
• Prepared three Annual Evaluation Reports: 1999, 2000 and 2001. UNEP Annual Evaluation Report (AER) is submitted to UNEP’s Governing Council, as UNEP programme accountability reports. AERs evaluate and report the relevance effectiveness and efficiency of UNEP programmes to achieve UNEP’s mission. These reports are also significant management tools that provide UNEP senior management with information on programme delivery and lessons learned from programme/project implementation to inform future policy/programme/project design.
• Prepared evaluation TORs for thematic studies and evaluations and programme/project evaluations
• Reviewed draft evaluation reports prepared by independent evaluators to determine rigor of analysis, degree of quality, discerned lessons learned and the applicability of recommendations made.
• Made a major contribution to the UNEP Evaluation Guidelines, particularly refined evaluation performance indicators on environmental impact and sustainability and effectiveness and efficiency in order to improve quality evaluations and enhance the contribution of evaluation activities and outputs to UNEP design and management of environmental programmes and projects.
