Profile

Following completion of her MSc Environmental Impact Assessment degree in 1998, Gayle joined RSK ENSR Environment Ltd in Surrey, where she worked on feasibility studies and environmental impact assessments for Transco. Gayle then was seconded to the Australian construction firm, McConnell Dowell, as its Environmental Manager for the duration of its first UK contract: a 20km cross country gas pipeline.

Gayle moved to Aberdeen in 2001 and continued to work for RSK ENSR Environment Ltd heading up their EIA team in Aberdeen and managing their Scottish Water framework agreement.

In 2004 Gayle joined BMT Cordah where she is team leader for the multi disciplined, Environmental Assessment and Engineering team. Whilst in Aberdeen Gayle has managed Environmental Impact Assessments in England and Scotland for gas, infrastructure, manufacturing and roads projects.

Sustainable Development Consultant - Shell

Seconded to Shell Global Solutions International, in The Hague. Currently managing Integrated Impact Assessments (IA) for a mid-stream gas project in Libya. The position requires writing terms of reference for IA, tender evaluation, reviewing and coordinating comments all reports, and managing the schedule for Shell's long-term strategic partnership with the Libyan National Oil Company.

Environmental Advisor - Shell

Gayle provides EMS support to the Project Engineering HSEQ Team Leader, who is tasked with aligning the EMS across Europe (Netherlands, Norway & UK) and providing support to project managers on the implementation of EMS in projects. The role included environmental support to project managers on the environmental consents required for their projects.

EIA for offshore developments - various

Gayle managed the production of EIAs for several oil majors for developments in the North Sea.

International Oil and Gas Course -BMT Cordah

Gayle present a 1.5-day EIA programme in this 5-day course. Eighteen international professionals attended the course. Attendees were mainly from oil majors, with diverse backgrounds: from legal to EIA to pipeline engineers.

Environmental Determination - National Grid Transco

Managed the preparation of an Environmental Review for two gas diversion pipelines. The project required consultation with statutory consultees and seeking a formal Determination from the the Scottish Executive.

1998 - Dec 2004 RSK ENSR Environment Ltd

Bathgate to Newarthill - Murphy Pipelines Ltd

Project Manager responsible for the Environmental Impact Assessment of, and production of the Environmental Statement for, a 20km long, 1200mm diameter cross country pipeline. The proposed route mainly passes through agricultural land to the east of Glasgow, but in close proximity of Blawthorn Moss cSAC, a raised peat bog. Gayle is also the author of several sections of the Environmental Statement.

Aberdeento Lochside - Capita

Environmental Manager to Capita, who were managing the project on behalf of National Grid Transco. Gayle's responsibilities included the:

ˇ preparation of the Environmental Management Plan for inclusion in the Invitation To Tender, which specified measures to be incorporated in tender costs;

ˇ production of matrices for reviewing tender responses against environmental requirements of the contract;

ˇ reviewing the Environmental Statement for legal compliance and the requirements of the tender;

ˇ reviewing all the Main Works Contractors project plans, procedures and method statements to ensure the Main Works Contractor fulfils the legal environmental requirements and project specific requirements of the contract;

ˇ undertaking, for the life of the project, weekly and monthly site audits of all works to ensure compliance with the aforementioned plans, procedures and method statements.

Langeled Gas Receiving Facility - Statoil

Gayle was the Assistant Project Manager, responsible writing the Scoping Report for the construction of a gas receiving facility on the east coast of Yorkshire.

Gayle was responsible for the scoping the EIA, the content of the Environmental Statement and liaison with the client. It was also her responsibility to ensure that project information was received and disseminated in a timely manor. Gayle is also the author of several sections of the Environmental Statement.

Third Don Crossing - Aberdeen City Council

Project Manager for the Stage 2 DMRB Environment Assessment investigating the 3 route options for a road bridge over the River Don in Aberdeen. The proposal was to improve access to the city centre from the new housing developments to the north of the River Don. Gayle is also the author of several sections of the Environmental Statement.

West of Scotland Water - Coastal Communities and Towns

Gayle has prepared odour and noise-monitoring plans is to satisfy planning conditions associated with 28 community Waste Water Treatment Works and 3 Waste Water Treatment Works for towns. Gayle provided ad hoc environmental support to Scottish Water with respect to the quaterly noise monitoring results.

Philipshill Waste Water Treatment Works, Scottish Water

Gayle provided environmental advice at the route selection stage of this 7km tunnel sewer. Responsibilities included the identification of environmental routeing and engineering constraints. Gayle sought and obtained a screening opinion from the local council on the need for an Environmental Impact Assessment. Sought waste management licence exemptions for the recycling of tunnelling arisings.

LochKatrine, Scottish Water

Gayle undertook the audit of the site selection process for the Loch Katrine Water Treatment Works prior to project being subject to a public inquiry.

IrvineSewer, Scottish Water

Gayle provided environmental advice at the route selection stage of this deep tunnel sewer and outfall. Responsibilities included the identification of environmental routeing and engineering constraints as well as supporting the engineers in the consents process.

Newbury Reinforcement Project - McConnell Dowell

Environmental Manager to the Main Works Contractor building an 800mm, 20km gas pipeline. The responsibilities of this position involved:

ˇ writing the Environmental Management Plan, Waste Management Plan, Traffic Management Plan and Environmental Emergency Response Plans for this major infrastructure development. Undertaking weekly and monthly site audits of all works to ensure compliance with all plans and procedures. Providing training to all staff on the environmental requirements of the project.:

ˇ management of personnel and traffic movements during the foot and mouth crisis;

ˇ management of the suppression of dust due to proximity to crops and out-door pigs, whist working in dry weather on chalk;

ˇ management of HGV's along the mainly B-class or unclassified rural road network;

ˇ management of waste rock from excavations, which included negotiating exemptions from waste management licensing and its use via General Permitted Development Orders on small holdings;

ˇ providing environmental input in to all and method statements to ensure that they fulfilled legal and contractual environmental requirements and fulfilled the requirements of the Environmental Statement. Works were in proximity to Schedule 1 protected species, stone curlews, and required a 500m horizontal drill river crossing of the Thames through a major aquifer and Groundwater Protection Zone;

ˇ ensuring that all consents and licenses were obtained in a timely manner; that all contractual environmental mitigation measures were in place; and that environmental best practice was upheld during construction; and

ˇ ensuring that environmental conditions of the all consents and licenses are fulfilled.

Newbury Reinforcement Pipeline & Scotland Above Ground Installation

Gayle prepared the feasibility study, scoping reports and environmental reviews for this gas pipeline and pressure reduction station. The planning application for the AGI was the subject of a successful planning appeal.

Shakespeare Road; Wolvercote Bridge; Greenham Common Phase 2; Barrington to Dowlish Farm; Westpoint to Clyst Honiton; Dukes Break to Cricklade; Broadway to Five Mile Drive and Mortonhampstead Reinforcement

Gayle prepared the Ecological and Archaeological Review and constraints maps for these eight gas pipeline projects. They have included sensitive routeing issues such as Areas of Outstanding Natural Beauty, National Parks and archaeologically rich countryside. All of the projects required consultation with local authorities and local interest groups. She has been involved in seeking formal Determinations from the Secretary of State.

Drointon to Sutton on the Hill; Farningham to High Halden and Horndean to Newells Lane.

Prepared Environmental Statements for these three major gas pipelines projects and, upon completion, has assisted in submitting the reports to the Secretary of State. She has co-ordinated consultation with the public interest groups, local authorities and non-government organisations. She had input into a public meeting held for farmers affected by a proposed route.
