At the Highway Consultancy my duties include the design and supervision from conception to completion of Local Safety Schemes, Section 278 Agreement work, work relating to School Travel Plans and other type of works for other departments such as Property Services.
The Highway Consultancy is a Quality Assured organisation to ISO 9002. This Q.A. procedure encompasses all aspect of the scheme i.e. pre-design, health and safety, contract documents, detailed design, supervision and handing over.
As part of my duties, I liase at all levels within the Highway Consultancy, other departments within the County Council, outside bodies, other District Councils, Councillors and the Public, through out the life of any project.
I am also conversant with the Traffic Sign Regulation and General Directions, various chapters of the Traffic Sign Manual, CDM regulations, Department of Transport Contract Preparation Documents, DETRs' Traffic Advisory Leaflets and various Guidelines and Code of Practices published by Lancashire County Council.
I feel that I have a great deal to offer, having gained a wide-ranging and varied experience during the passed 14 years. This has been the result of combination of working for, a Local Authority Consultants (H.E.T.S.), Consulting Engineers, Contractors, District Council and at present a County Council.
My experience in Project Management includes design, contract administration, supervision of contractors, measuring of completed works and paying submitted accounts, dealing with external and internal bodies and the public. This has given me a solid foundation to launch from when carrying out the proposed responsibilities.
I am a confident communicator, which is demonstrated by my ability to converse with and give advice to outside professionals, public bodies, politicians and members of the public at large. Yet, I am also approachable and comfortable when dealing with colleagues, professional partners or customers at all levels.
My good negotiation skills are evident when resolving problems/conflicts with no/minimising adversarial out come but yet achieving the required aim.
The nature of my career to date has ensured that I am well focused and can set and achieve targets whilst ensuring work of a high quality is produced to time and budget. I am also able to work to time-scales and deadlines. This ability has been enhanced by the need to balance full-time work with part-time study and other non-work related commitments.
Decision making by applying sound judgement has been an every day event in my career. This is applied during design, supervision, dealing with accounts/ claims, dealing with statuary bodies and when carrying out public consultations.
I possess a good degree of political awareness, which I find very useful particularly when dealing with, politicians, professionals, organisations representing the public/pressure groups and the public at large.

Senior Technician
General Improvement Areas (G.I.A.'s)
I was responsible for checking private consultants design of two schemes, involving the improvement of two large council estates. The type of contract was JCT80 and the work was divided into five separate phases. A different contractor under a separate contract constructed each phase. All the phases/contracts commenced within the same year.
I had to organise and co-ordinate the phasing of permanent road closures, one-way systems, temporary road closures and temporary traffic diversions when required by these schemes. Attending pre-contract and monthly progress meetings, liasing with the contractor on daily basis and reporting to my principal engineer and writing variation orders as and when needed.
I had to check the design for compliance with the various standards and for that I used the following: - Lancashire County Council's 'Residential Road Design Guide', Design Bulletin 32 (DB32) and Lancashire County Council's 'Specification for Construction of Estate Roads'.
I am computer literate, I am conversant with the standard Microsoft packages, and I have a good working knowledge of AutoCAD R14/2002. Since its introduction some 18 months ago, I have attended and gained City and Guilds qualification in AutoCAD R14 and now I use it when carrying out any design work. I also have a basic knowledge of Graphical Information System package (G.I.S.).
Preston B.C. Annual Minor Improvement Programme
These were mainly traffic calming measures and for nine years, I was responsible for the design and supervision of these schemes from conception (identifying accident black spots) to completion. This included, liasing both verbally and in writing with the County Council during all stages of scheme development such as the various stages of Safety Audits, other Borough Departments/Sections such as Legal, traffic, Street Lighting, and Estates. Liasing with public utilities, Police and carrying out public consultations with various organisations & members of the public, Borough/County Committee Members. On several occasions, I had to write committee reports if the scheme was controversial and where objections/petitions were received from residents.
Since the introduction of Construction (Design and Management) Regulations 1994, I had to carry out risk assessments through out the whole design stage of every scheme.
I was also responsible for the annual maintenance of the entire highway drainage network in Preston and had some involvement with the Annual Highways Special Maintenance Contract.
A great deal of my work at Preston has had an impact on the general public and I consider that effective communication with the service users will lead to fewer problems later. In these cases I have always ensured that the public are kept fully informed, including Borough and County Councillors.

My duties included dealing with piling tender inquiries which involved checking site investigation reports, drawings and other tender documents for any restrictions and limiting parameters (i.e. site access, sulphate concentration in the soil, very large diameter piles, etc.) that may render Norwest Holst piling system unsuitable or uneconomical. I extracted the relevant design information and then prepared the design brief, which was then used for the final design.
Once the design had been completed, I would commence the pricing of the tender and assist in the final tender document.
My other responsibilities were the supervision and monitoring of the installation of piles on site. Ensuring compliance of the proposed position of piles with the drawings, checking for any anomalies and discrepancies in pile lengths/volumes of concrete used per pile and ensuring that all health and safety matters are adhered to at all times.
As well as my technical involvement, there was a lot of liasing, verbally and in writing, on daily basis with main contractors, local authorities, and other various clients regarding various matters. I was also responsible for negotiating with suppliers in order to get the best and most competitive prices particularly ready mix concrete, as it was a major factor affecting the final tender total.

Working in the general civil engineering section, my duties included the preparation of calculations and drawings, contract document and level surveys, for a variety of schemes such as sewerage treatment and water treatment schemes including the design of foul and surface water drainage.

Technician
Working as a technician in the highway design section within the highway structures and major schemes division. I was involved with the design of Stage 5 Leeds Inner City Ring Road, Re-Alignment of 3km of the A62 (Gelderd Road) and some General Improvement Areas type of schemes. The extent of this involvement included design of vertical and horizontal alignments, design of major and minor junctions and design of roundabouts. These involved the use of manual methods and computerised methods such as MOSS, IMOSS, TRACK and ARCADY. In addition, I was also involved in the preparation of bill of quantities for these schemes.
Working for H.E.T.S., I have gained technical experience through the application of engineering principals in design and the extensive use of a variety of Department of Transport design standards and advice notes.
Liasing with members of the public such as residents was necessary during my involvement with the G.I.A.s type of schemes. I was also introduced to the use of 'Total Station' surveying equipment.

I have gained a wide and varied experience in the field of civil engineering, however the majority of this experience has been in highway design and traffic engineering.
