Approximately 13 years fabrication and erection experience related to Petro-chemical, Power Generation, Nuclear, and offshore workscopes including structural , pipework, vessels/tanks, pipelines and accommodation module fabrication and fitout.

Approximately 29 years client-based experience in construction, operation, and modification phases in petro-chemical, gas gathering/transmission /distribution, and offshore exploration/ production industries.

In-depth knowledge of legislation and National Codes and Standards relevant to Certification/Verification. Directly responsible for developing strategy for the interpretation of, and compliance with, H&SE goal-setting legislative regime.

(Initially Contract, via OIS subsequently transferred to BP staff)

Position Integrity/Compliance Engineer (Bruce/Keith/Rhum)

Initially on fixed term Contract (via OIS). Remit to review inspection requirements for out-sourced fabrication services, and ultimately to recommend inspection philosophies and procedures appropriate to BP integrity requirements. Report recommendations were accepted for implementation in full.

Term extended to join Bruce Asset as Certification Engineer. Directly responsible for ensuring asset compliance with all aspects of certification required by relevant legislation and Federal Integrity Standards. Responsibilities include liaison with Certifying Authority and H&SE to arrange surveys, and track comments resulting from such surveys through to close-out. Responsible also for preparation of annual pipeline technical integrity presentations to H&SE.

Member of BP Exploration Working Group established to consider interpretation and implementation of PFEER legislation. Responsible for defining Asset interpretation of PFEER Performance Standards and Written Schemes of Examination, and for roll out of Working Group recommendations to cross-Asset management.

Member of BP Working Group established to develop Corporate Guidance on the interpretation and implemention of Verification Schemes as introduced via SI 913 Design and Construction Regulations, and for ongoing management of Bruce Verification System.

Also Responsible for development of policy, strategy and procedures for various Integrity Management Activities, typically including:

Management of Technical Authority, Integrity Management Activity Revision

Integrity Management Activity Deferment, Dispensation Management.

PositionSenior Certification Engineer

Initial assignment - to establish a data base for the registration and sorting of Welding Procedures submitted by fabrication contractors, and to review/approve such procedures, wrt Company Standards. Transferred to Inspection and Certification Section, responsible for all quality, inspection and certfication activities relating to AUK Additional Living Quarter replacement, and for similar activities on-site in Holland during fabrication of a new base for the Fulmar FSU SALM buoy, including sole responsibility for C.A. liaison.

Following Piper Alpha, directly responsible for preparation of the welding engineering content of Shell Expro's SI 1029 ESDV relocation submission to H&SE Pipelines Group.

Also directly responsible for:-

Liaison with Contractors' QA Management.

Skill assessment of N.D.T. Contractors' personnel.

Developing a philosophy, and process for the management of flexible hose assemblies.

Establishing worst case CTOD values to be applied to the Critical Defect assessment of defects in the legs of an offshore platform.

PositionWelding Engineer

Responsible for all welding quality activities during fabrication of Philips Maureen Gravity support structure from selection of consumables, and qualification of procedures, to liaison with resident Certifying Authority.

Subsequently transferred to CBI French Subsidiary - Society Nouvelle Construction Metallique de Provence - as QA/QC co-ordinator during fabrication of Module D9 of Conoco's TLP, and Statoils Statfjord C Single Buoy Mooring. Focal point for all inspection matters to be discussed with design consultant, client,and resident Certifying Authority surveyor.

PositionWelding Engineer

Responsible for all welding and inspection activities on repair of sea water ingress to No 4 Reactor at Hunterston Nuclear Power Station, and for reporting same to the Nuclear Power Company, and SSEB.

1975 - 1978National Iranian Gas Company - Teheran

(initially via contract and subsequently by direct staff appointment)

Consultant to Head of Inspection Technical Control and Safety

Responsible for all aspects of Engineering Survey for the National Gas distribution system; including equipment registration, standardisation, planning and actual inspection. Later responsible for planning and administration of inspection activities for gas gathering, treatment, and distribution systems, country-wide. Ultimately responsible for all inspection related contracts; from preparation of tender documents through bid evaluation, contract award, management and administration, to implementation of the works and control of invoices: contracts included:- pipeline construction inspection, plate/pipe mill inspection, CP surveys, pipeline integrity, intelligent pigging, N.D.T., and compressor station equipment inspection.

Position Trainee Metallurgist and subsequently Welding Advisor.

Comprehensive training in all aspects of metallurgy associated with the fabrication of boilers and pressure vessels. Responsible for formalising presentation of B&W welding procedures in response to client QA requirements.
