Key Experience and Abilities

Tim is a consultant with experience in the field of Railway construction and maintenance all over the UK on both Mainline and Underground for public and private sector Clients. His track record includes; major resignalling schemes; large civils construction projects and major S&C renewal programmes.

Tim is currently the Project Manager for West Coast Route mod at Nuneaton responsible for £140M package of Signalling, Power and Telecoms over a mixture of different contracts.

Tim has also recently worked for Metronet as a Project Manager as well as for Network Rail and several major Contractors in a number of different roles. He managed the Upminster link as Project Manager and prior to this as a site manager assigned the responsibility for delivering all the rail possessions on the Chilterns and project engineering the associated Permanent Way and Signalling alterations for the Tesco Tunnel Project.

Tim is experienced in all aspects of project management and project engineering including the leading multidisciplinary project teams, the preparation of outline project specifications feasibility reports, procurement, cost management, design management, risk management, value management, project schedules, construction management, and the administration of contracts.

Tim has excellent interpersonal skills and is a confident manager who has significant experience of project delivery from inception to hand back and also in problem solving. He is currently managing the Nuneaton Resignalling for Network Rail West Coast with a Project value of over £140M

Relevant Project Experience

· Project Manager Nuneaton Resignalling Phase 2 - currently the project manager for Signalling, Power and Telecomms on this project and have successfully delivered the first enabling works, a 75mph High Speed Turnout at Attleborough South, AIP for Stage 2 and Grip 5 design works.

· Project Manager, for Metronet Upminster link - developed and implemented Phase 1 to complete the alterations on the SSL side of the boundary, delivered detailed contract negotiations to Network rail investment review panel, designed managed for Phase 2 the completion of the scheme. Duties included day to day site and project management, and all H&S issues. This provided the Client with a complete scheme ready to deliver pending final design reviews and possession opportunities

· Site Rail Manager, Gerrards Cross - The Tesco Tunnel - project managing the design, the installation of the altered permanent way and signalling assets, coordinating the Principle Contractor and all the Sub Contractors access in possessions, duties included attendance at and booking of all possessions, H&S tours and reporting. All rail-based activities fell under his remit.

· Project Engineer, for Carillion Southern Kent Level Crossings Programme - I carried out all the site surveys, with the relevant specialists, wrote all method statements, wrote the construction program and safety plans and assisted with the project plan and program. Carillion delivered on time 2 new full manned level crossing renewals whilst assisting with the road rail plant procurement for the Sheerness resignalling. I was also the Carillion Nominated safety case holder for the Sheerness resignalling which involved site attendance, assisting the SQE manager and carrying out safety tours.

· Project Assistant/Construction Manager on Thameslink 2000 Jarvis - responsible for writing the project maintenance plan, managing all handover and hand back off altered assets. Carried out various site management roles on possession shifts and liased with other parties such as LU.

· Site Manager Railtrack North West TPWS - reporting to the Project Manager and co-ordinating the works of all the respective D&C Engineers and the respective Installation Contractors involved in the programme. When I took over the post North West was the worst performing Zone nationally. Upon completion of TPWS in the Zone we had become the best performing zone. This turnaround took 4 months and involved carrying out hand back meetings with the maintainer almost daily and directing my 2 D&C Engineers to chase the Installation contractors and audit all sites for quality and program.

· Senior Resident Quality Control Engineer Signalling TPWS National Project - I was responsible for creating an effective and auditable quality control procedure at all of the sub suppliers and the main assembly contractor to the National Team. I was able to utilise my signal engineering experience and my quality assurance from previous posts.

· S&T Coordinator Centrac - Managing the signalling, E&P & points heating subcontractors to Centrac for the Midland S&C program. I led with design surveys, wrote OPS and reviewed all sub contractor method statements for the principle contractor. I was privileged to lead the Signalling mechanical design for the first RT60 layout at Polesworth and introduced Hardlock nuts to Railtrack S&C.

· Resident Engineer Owen Williams Railways - Assigned to the E & ECS section of Railtrack Midlands project Delivery I managed all the resignalling schemes undertaken by that department for 3 years from EPS to Leamington Spa, Stratford upon Avon, Area 10, Kettering, Corby and Manton. I also managed many minor schemes such as Moira west ground frame, Birmingham new street searchlight signal replacement and several schemes for other Zones.
