Management role providing strategic HS&E support to AGIP Kazakhstan North Caspian Operating Company (AGIP KCO) projects. AGIP KCO is the operator of the North Caspian development project, which with a capital investment of $32 Billion and peak workforce of over 25,000 is one of the largest in the world. The projects also presented unique HSE challenges due to extremely harsh weather conditions and high pressure, sour gas wells.

The role of Corporate HSE encompassed the whole scope of AGIP KCO operations in the Caspian region, this included both offshore exploration and production across multiple fields (Drilling Rigs, process, storage and accommodation barges, marine vessels, artificial Islands) and onshore plant construction, commissioning and operating projects - (process plant, LPG plant, H2S extraction plant, pipelines, tank farms, rail loading terminal, marine & logistics base)

ˇ Leading and participating in HSE Audits & assurance visits across AGIP operations both on and offshore in the Republic of Kazakhstan, as well as at project design offices in London and Milan and contractor locations around the world. (Europe, FSU, Huston, Dubai & Malaysia) Also conducting pre mobilisation & pre start up HSE inspections on Marine vessels, Drilling Rigs and Barges contracted to work for AGIP in the Caspian Region. Review and revision of AGIP Marine contractors 's HSSE management systems to assist them in the achievement of independent certification to the International Maritime Organization Safety Code (ISM) and International Ship and Ports Security Code. ENI (AGIP Oil)-REGANOSA LNG La Coruna - Spain

Jan 2003 - Jan 2004 Project HS&E Manager

Project Health, Safety and Environmental Manager for the Engineering, Construction and Commissioning of the $ 1.3 Billion REGANOSA LNG facility and Marine terminal in Spain. This was the Senior Project Safety role, based in Spain, with a large multinational contractor workforce of over 2000 from Europe, Africa and South America.

ˇ Line management responsibility for HSE Officers, Contractors Safety Officers, Environmental specialists, Document Control, site QC/QA coordinators, emergency response & firefighting teams, first aiders and local site security personnel. HS&E Coordination for all site activities between the Company, Main EPCC / EPIC Contractors & local Sub-contractors (Transportation, Marine, Engineering, Civil Construction etc). ˇ Development and implementation of project safety procedures, these documents were prepared in accordance with the requirements of the European Framework directive 89/391 on Safety and Health at work and subsequent Individual directives: Workplaces, Chemical Safety, Noise exposures, risk assessment, electricity, construction (CDM), Work Equipment etc. Where variations were required by national legislation an appendix was added to the project procedure explaining the particular additional requirement in that EU member country.

Working in an integrated BP / contractor organization structure.

ˇ Provided advice and guidance on all QHSE matters for OIS International Inspection's North Sea Oil and Gas business with BP. Represented OIS at the offshore contractors association and UKOOA Step change in Safety Cross industry forum meetings.

ˇ Responsible for ensuring, by inspection and audit, both on and offshore, that the company and Clients safe operating procedures and systems of work were being effectively implemented and that they met operational and legislative requirements.

ˇ Developed new HS&E procedures, guidelines & work instructions as required by changes in Legislation or the requirements of our BP. Implementation of the requirements of the Lifting Operations and lifting Equipment Regulations 1998 (LOLER) & the Provision and Use of Work Equipment Regulations 1998. (PUWER) across company North sea operations.

ˇ Due to the nature of the company's activities on BP installations (integrity management, NDT, Cathodic protection, Rope access etc.) there was a particular emphasis on ensuring compliance with the new Ionizing Radiations Regulations 1999 (IRR99) these require employers to keep exposure to ionizing radiations as low as reasonably practicable (ALARP). Also with EU Council Directive 96/29/ EURATOM (May 96) which lays down specific safety standards for the protection of the health of workers against the dangers arising from ionizing radiation. Development and update of company procedures and employee training and awareness programs to ensure compliance with this new Legislation.

ˇ In partnership with BP, I assisted with the introduction of the Du- Pont Behavioral based Safety Training Observation Program (STOP) across the North Sea Oil & Gas Business. I also participated in Joint Emergency response exercises with BP and Talisman Energy.

APG operated numerous offshore floating production, storage, and offloading (FPSO) facilities in the North Sea, including the Ramform Banff and the Britannia on behalf of Conoco, the Northern Producer on behalf of Texaco and the Gryphon on behalf of Kerr McGee.

I was employed to provide Health, Safety, Quality and Environmental support across the company's Oil & Gas operations. My function was to ensure we met the requirements of our safety management system, that of our clients and the Safety legislation applicable to the UKCS.

ˇ In conjunction with the Corporate Safety Manager I carried out HAZOP/HAZID studies and developed company documentation and procedures in accordance with The Offshore Installation (Safety Case) Regulations 1992.

ˇ Revision and development of Emergency Response processes to meet the demands of duty holder status under The Offshore Installations (Prevention of Fire and Explosion, and Emergency Response) Regulations 1995 (PFEER).
