Process A fully integrated petrochemical complex on a green field site for the production of Ethylene with downstream plants producing Styrene Monomer, Propylene Oxide, Ethylene Oxide, Ethylene Glycols, Polypropylene, Polyethylene (LDPE, HDPE). Fully supported by the usual Utility Plants including power generation.

Responsibilities Lead Commissioning Engineer for the Logistics Group which was responsible for the Product Tank Farm, Custody Metering, Road Car Loading facilities, Jetty and Marine facilities and all associated interconnecting pipework. Responsible for the systemisation of associated P&IDs, and for preparing the Commissioning Manuals containing detailed procedures to bring each system to a state of Ready for Start Up (RFSU) for turnover to the client. Took the lead role in defining systems requiring chemical cleaning and pigging. Also responsible for ensuring that the Shell system of Flawless Start-up Initiative (FSI) was fully implemented within the procedures.

Process An existing LNG tank had been removed from service to carry out internal inspection and tank nozzle and pipework modifications to receive imported LNG. On completion, the tank was prepared for return to service, this involved drying out and inerting with nitrogen.

Responsibilities Providing shift cover to allow the continuous monitoring of tank pressure, nitrogen purge rates, purge gas dew point and oxygen content.

Process B41 WRP Project. B41 is a 6 compartment silo containing intermediate level radioactive waste stored since the 1950's. The project involved the inerting of each compartment with Argon, removing the waste and decommissioning the silo.

Responsibilities Providing general site support for the Process Design Group based at Warrington. Assisting in the commissioning of the Argon system to inert the silo and analysing data to characterise the silo in terms of Argon retention and air leakage. Preparing commissioning worksheets (procedures) to obtain additional data to characterise the silo in various operating modes. Assisting in corrective engineering measures to resolve various fault observations (FOB) identified by the client in equipment failures and aspects of process control.

(Function) Commissioning

Process An EPC project to transfer up to 33te/h of a mixed C4's stream from the Refinery to an existing feed drum at the Ethylene Plant for cracking in the furnaces. The project involved the fabrication and installation of the cross-site line, modifications to the feed drum and fabrication and installation of a new piping, pumping and control system to the furnaces. I was nominated as the Olefins Group representative to assist the Project Group throughout the construction phase.

Responsibilities To write procedures for the process release of piping systems and equipment and for the on-site supervision of the work to achieve this. To monitor all aspects of the construction, to witness hydrotesting and prepare the final punch list. Was solely responsible for all pre-commissioning and commissioning activities after mechanical completion which involved the writing of procedures and on-site supervision. Also the training of Operators in the new system including the DCS.

(Function) Decommissioning

Process Decommissioning of a process plant for the production of 2,3 Dimethyl Butene-1 from propylene. The plant had been shut down in the normal manner but left with inventories of hydrocarbons in towers and vessels for approx. 1 year. The plant had to be fully decommissioned and made safe for demolition. This also included the Tank Farm and interconnecting pipework.

Responsibilities To write procedures covering the positive isolation from offsites systems, internal isolation, depressurising, draining, nitrogen purging to remove hydrocarbons and to open equipment for visual examination on a system by system basis. To write procedures if additional cleaning of equipment was required and for the removal of catalyst from the Reactors. Responsibilities also included on-site supervision of all aspects of the work undertaken.

Position Commissioning Engineer

Process Off Site Tank farm for the storage and transfer of Visbreaker Bottoms to the new Gasification Unit. The system comprised of 2 by 12000 m3 storage tanks with internal heating coils, Transfer / Recirculation pumps, Heat Exchanger and associated Control Valves.

Responsibilities Oversaw the latter stages of construction including design changes required

by the Client. Responsible for punch listing the system and ensuring that these items

were implemented. Witnessed all hydrotests / service tests.

Responsible for all line draining, air blowing, tightness testing and nitrogen inerting.

Witnessed instrument loop checks and provided data to set alarm limits. Provided operational information to define the logic for DCS configuration.

Responsible for preparing all pre-commissioning and commissioning procedures and liasing with the client to ensure satisfactory commissioning of each system.

Position Process Engineer - Common Offsites Project

(Function) Design

Process The design of a Natural Gas distribution system within the 3 sites of the BP Complex. The systems required fiscal/non fiscal metering, natural gas heating and pressure reduction to suit end users needs. The system was designed for 2460 tpd at 85 barg maximum operating pressure.

Responsibilities Responsible for the development of the design from Feasibility Study through Front End Engineering Design to Detailed Engineering for Construction (EPC).

Responsible for calculations to size pipe diameters, control valves, relief valves and heat exchangers. Prepared the specification sheets and reviewed vendors quotations.

Responsible for preparing the P&IDs and writing up the Operation, Maintenance and Control Philosophies. Took part in the HAZOP Study and other safety reviews, provided information for the Quantified Risk Assessment and Fire Hazard Analysis and reviewed/actioned findings in all the reports.

Also responsible for the design of modifications to the BP Chemicals Site Ethylene and Instrument Air distribution systems to meet the requirements of the new projects being undertaken.

Process Hydrodesulphurisation (HDS) / Mild Hydrocracking Unit (MHC)

Responsibilities Pre-commissioning and commissioning activities were undertaken by the client (INA) under the guidance of the Licensor - Institute Francaise du Petrol - and Mannesman (myself).

Main responsibility was to ensure that these activities were carried out according to acceptable practices and that Mannesman KTI's interest and contractual obligations were not jeopardised. This required the writing and review of all procedures and the follow up of all activities leading to normal operations.

Responsible for co-ordinating all vendor activities on site and efforts to correct equipment failures and shortcomings in the basic design found during initial operation. Also responsible for overseeing the Performance Test Runs and confirming that all guarantees were met. (DCS- Honeywell TDC 3000)

Position Chemical Engineer

Process The Thermal decomposition of Uranyl Nitrate to Uranium Trioxide in fluidised bed reactors with 4 reactors operating in parallel, referred to as Thermal De-Nitrification (TDN).

Responsibilities To closely monitor the operation and performance of the TDN reactors. The reactors had a poor performance record, incurring a high degree of downtime for maintenance. The monitoring was observed from the DCS in the Central Control Room.

The work required a critical appraisal of the mode of operation, aspects of design and inadequacies in instrumentation and control. The causes of all reactor shutdowns were also analysed.

Reports were prepared giving recommendations to improve performance and reduce downtime.

Responsibilities Usual pre-commissioning activities of line flushing, blowing, chemical cleaning and inerting after mechanical completion. Overseeing the run-in of motors and pumps and loop checking of instruments and control systems.

Special responsibilities for the Gas Turbine and Waste Heat Boiler in overseeing final construction work. Liasing with all vendors and the sub-contractor to expedite outstanding work items. Considerable involvement in the control system for the Gas Turbine (Speedtronic Mark 5) and the Burner Management System for the boiler (Triconex). Involved in the chemical cleaning of the boiler, safety valve testing and the statutory inspection for insurance purposes.

Responsibilities Pressure Systems Regulations implementation. The regulations required the setting of safe operating limits for the process and utility streams with the Process Units, Utility Areas and Offsites. This was achieved by undertaking a critical review of the basis of design, adequacy of relief / safety valve protection and actual operating pressures and temperatures of all relevant process streams.

Units reviewed - Fluidised Cat. Cracking Unit, Hydrocracker Unit, Refrigerated LPG Storage, Crude Distillation Units, Vacuum Distillation Unit, Instrument and Plant Air System, Fuel Gas System, Kinneil Crude Oil Land Terminal.

Responsible for commissioning, catalyst reduction and initial operation. Contract extended to oversee corrective mechanical and process control work following initial operation.

Day to day monitoring of operations and trouble shooting problems affecting plant performance. Preparing process design reports for plant modifications and detailed mass, steam and energy balances.

Special responsibilities for Environmental Control to ensure that the criteria as set by the Royal Commission on all emissions and discharges were adhered to.

Responsibilities Day to day monitoring of the Desulphurisation Plants consisting of 100,000 BPD Vacuum Distillation Unit and 88,000 BPD Hydrotreater Unit. Reporting on all aspects of plant performance, trouble shooting problems affecting performance and preparing process design reports for plant modifications. During plant turn-arounds acted as section maintenance supervisor.

On promotion and transfer to the field in 1981, I was in charge of a department with six personnel. The position required a working knowledge of all the Process Units and Utility Systems. The main work aspects were as follows :-

ˇ The monitoring of all heater and boiler efficiencies and implementing measures to improve their performance.

ˇ Providing detailed energy balances of the Process Units and Refinery as a whole

ˇ The monitoring of overhead systems to maximise liquid recovery.

ˇ Accounting for the overall Gas / Loss figure.

ˇ Overseeing the management and maintenance of the steam and air distribution systems.

During periods of industrial unrest, acted as shift operator on the Boiler Feed Water Treatment Plant also as operator in the Power Station on boilers and turbo-alternators.
