· Contract administration under the power delegated by "the Engineer" to administrate multi-billion dollars underground rail development project. Provide a fair and reasonable evaluation to claims and variations.

· Managing project safety, quality and progress and able to deliver according to material and workmanship specifications and the HSQE requirements.

· Identify potential project risks and highlight to the Project Manager and the Contractor in various phase of the project.

· Monitor the site progress base on the accepted program and 4 weeks look ahead schedule and advise the contractors on the resource allocations and the potential delays.

· Review and command all contractors' submissions,manage and coordinate project interfaces, handovers.

· Design coordination with support from design team to trash out project discrepancies before actual work commencement.

· Monitoring project cost, assisting contract department and cost control to evaluate claims and advise the Project Manager the possible variations and the deviations from the budget.

· Strong in scheduling, site management and control, job planning and execution.

· Tactful in handling and managing main contractor's perspective in mega scale project.

· Tactful in handling sub-contractors and suppliers.

· Experienced in project initial setup.

· Familiar with the BS codes and requirements, experienced in Civil Defence Shelter design criteria and construction technique.

· Good knowledge in Tunnelling (EPBM & Slurry Machine), Track Works, Signalling, Electrical and Mechanical installations, Interfacing works, Rolling Stocks.

SAFETY MANAGEMENT SKILLS

Conduct hazard analysis and risk meeting. Evaluate and guide the contractor towards the best safety practice. Managing safety from management point of view and eliminate hazardous conditions through proper sequencing of works, isolating hazard from human, and continuous monitoring and improvement.





EXPERIENCES

LAND TRANSPORT AUTHORITY (Singapore) Aug 2006 ~ Aug 2007

As a project engineer in Circle Line Stages 4&5 (Circle Line: 33km under ground railway, £ 2.1 billion in total cost), project C854, assisting the project manager, to administrate the Contract and oversee the site progress, safety, reviewing all contractor submission, coordinating with relevant authorities (utilities, sewer, power, environmental agencies) and managing the public feedbacks. Personally responsible for strategizing and managing the construction of an underground interchange station, portfolio around £ 25 millions, which includes managing a team of experienced inspectors to carry out site supervision, provide guidance to the main contractor to strategize their works and manage safety, regularly chair the meeting with the contractors and the designers to trash out project difficulties and discrepancies, monthly progress update and reporting to the project directors, coordinating with Tunnel team for interfacing and handover, coordinating with SWC contractors, Track work contractors, as well as other disciplines like M&E, Architecture, monitoring the progress and highlight any possible delays or variations to the project, and provide a fair evaluation to the claims submitted.

NISHIMATSU CONSTRUCTION Co. Ltd. (Singapore) June 2004 ~ Aug 2006

Working as a Project Engineer for a main contractor, Nishimatsu Construction, in Circle Line Stage 1, Contract C828. Daily job scope includes coordinating site activities and managing sub-contractors, scheduling and progress monitoring, project administration (daily letter, faxes and relevant correspondents) to client (LTA) and subcontractors. Assisting to prepare monthly claim reports, monthly progress reports and attending regular meetings with clients. Preparing method statement, risk/hazard analysis. Interpreting geotechnical instruments results and propose proper actions. Guiding and supervising a team of graduate engineers, supervisors, surveyors to set out the work correctly and efficiently. Had acquired extensive amount knowledge in underground construction, which includes road and utility diversion, soil investigation, ground improvement, ground consolidation, diaphragm wall, excavation and strutting, top down construction and many others relates to the underground works.

HSL CONSTRUCTOR PTE LTD (Singapore) July 2001 ~ April 2004

Working as a senior engineer and project-in-charge for various Civil and Refinery projects. Familiar with the safety requirements in the oil & refinery industry. Work scope involves the whole life cycle of the small to medium size projects, including cost estimate, tendering, coordinating with Clients, material sourcing and procurement as well as direct managing a team of engineers, supervisors and workers to complete the project in time and within budget.
