CV

I have been employed by Derby City Council / Derby Homes ALMO since 2001 firstly via CAPITA acting as a covering surveyor at LHO`S across Derby, and then from 2002 as Senior Maintenance surveyor.

My main duties while at DH have involved responsive repairs, voids, structural monitoring, official complaints, adaptation surveys, insurance and fire damage surveys, leashold repairs and right to buy service charges.

For the last 3 years surveyors have been using hand held technology (ipaq) for inputting orders using the built in schedule of rates.

Following the restructure of the organisation I have been the lead Technical Trainer for enquiry staff and local housing officers.

During my time at DH I have contributed towards the new revised Repairs & Maintenance contract which involves major changes to the schedules of rates.

This involves involving creating new descriptions and revising others, and also the way the contract is used as DH is following the path of partnering.

Throughout my employment I have had to work closely with other professionals such as colleagues from Social Services, Environmental Health and Building Control. I have also liaised with insurance companies in situations where I have advised on claims or , carrying out feasibility studies and writing reports.

I have been a group member of the Procedure Improvement Team (PITS) where ideas for new policies and procedures can be formulated. The group has tenant representative involvement so that a balanced approach is used to create and develop new ways to meet the client's needs.

I have represented the repairs and maintenance department on the social services adaptations & stair lift contract where I was a contact point for other surveyors to channel their ideas or concerns.

I deputise for the Maintenance manager whilst he his on holiday or working on other projects.

My work for Derby Homes and others as required an understanding of and a commitment to equal opportunities. I appreciate that various groups within society face disadvantage and discrimination, and always do my best to ensure that services are delivered fairly.

I have always taken a positive approach to training and developing my skills and expertise. I am also able to positively take on new responsibilities and develop the opportunities to develop my career and meeting new challenges not only for myself but for the benefit of the whole company.

Terry Starkey -Additional information

I have worked within the construction industry for nearly forty years in various capacities and different building environments. I have always had a willingness to learn and take on new challenges and am a flexible and enthusiastic person.

Prior to working for Derby Homes, I was employed for 12 years by the London Borough of Haringey's Construction Division. I worked as a supervisor in various departments including Rehabilitation, Voids, Painting and Decorating (cyclical), Responsive Repairs and Maintenance and specialist works (asbestos removal, dip injection, disability adaptations). The work covered a large area of north London and included council offices, public buildings, general housing stock, schools and leisure facilities. I was responsible for managing and coordinating a large multi-trade team and their transport plus liaising with internal and external contactors, architects, designers etc.

While at Haringey I worked both in office and on site. The site schemes involved managing a rolling programme of rehabilitation consisting of conversions, extensions, foundations and drainage plus all internal works such as joinery, electrical installations and plumbing. As site supervisor I was responsible for site setting out including drainage and ensuring that all works met the required Building Regulations and Codes of Practice.

I have extensive knowledge of the building trade and a thorough understanding of legislation relating to Health and Safety and COSHH, risk assessments, CDM and other regulations. I have also had experience of dealing with complaints, and was involved in drawing up service standards and implementing Best Value.

Throughout my employment I have been required to build good working relationships with colleagues both in my own organisation and outside. And undertake the role of maintenance surveyor successfully. I can manage my workload efficiently, prioritising activities, and work well both as a team player and on my own initative. I take a flexible approach to different situations, am adaptable and enjoy variety seeing it as an opportunity to gain further knowledge and experience. Throughout my career I have frequently had to work under considerable pressure and have always found such challenges rewarding.

I am an organised person who has good administrative and computer skills and believe that my wide ranging experience plus my technical and managerial competence would enable me to carry out the duties of this post to a high standard.
