2005 - Present London Underground, Delivery Manager

· Responsible for Project delivery from inception through to completion for Major power upgrade projects -Circa £124m Victoria Line Power Upgrade.

· Responsible for Major civils package of works from Walthamstow to Brixton and Greenwich Circa £35m for surface level works.

· East London line Power network distribution de-commissioning. - Planning stage Project estimated budget £2.1m

· Kings Cross Phase 2 - New Transformer room, SCADA Control, Infrastructure - £3.5m

· East London Line 22KV Cable/Infrastructure Upgrade project - Project Budget £7m

· Bleed Resistor replacement/relocation project.

· SCADA close-out and handover

Achievements

· Appointed to take leading role on Major Power Upgrade works across the London Underground network. Currently setting up strategic approach to delivery of the many project phases across disciplines from Civils, Structural through to Power and Services.

· Leading role on complex contractual and technical project involving both Service and Delivery contracts.

· Responsible for Project delivery from inception through to completion for Major Railway/Construction Engineering projects reporting to Programme Manager. Champion on CDM in project environment.

· Assigned to take on Delivery of multi-million pound, multi-disciplined from Services, Civils, Structural through to Power, Track and Station Services.

· Raised awareness of 3rd party interfaces and opportunities for programme acceleration

· Ensured completion of Connect Enabling works SSL - Overall £52M - Phase 1 of 6 completed on time and budget.

· Delivered Design to RIBA stage E for Northumberland Park- Wheel Lathe - Design/Feasibility completed to programme/budget. Budget circa £1.2M

· Completed Low Voltage AC Mains Upgrade Project - on programme in September 05 and to agreed budget of £7.4M.

· Prepared/submitted and presented Bid Programme and Board Paper to MRSSL Board for DC Traction Architecture Feasibility and Design - Budget Circa £16M. Financial approval granted for Feasibility and detailed design phase

· Successfully completed to time and budget Upminster Tower Car Park - Final Cost £1.6m

· Successfully delivered 1st 28 sites into service on OPO Project - Project Budget of circa £8M covering 114 stations across LUL network.

Achievements

· Delivered 'brown field' Operational Car Park in conjunction with Local Authority, Environment Agency, stations/trains/depot staff and local resident association. Delivered to baseline time/Budget and Safety to customer satisfaction and local home owners' satisfaction. Received commendations during and on completion of works from Project Sponsor and Local residents.

· Set up strategic approach to delivery of MRSSL Enabling works Project circa £52m.

· Set up several large work streams and allocated works to project managers supporting overall project objectives. Took responsibility for 1st phase of SSL System wide trackside enabling works package and set benchmark for other project Managers to be measured against. Delivered the 1st Phase successfully and provided seamless handover to incoming Project Manager.

· Won buy-in from Peer group and stakeholders to bring in to use TFT Monitor technology across the operational London Underground network. Successfully introduced the first phase to critical acclaim from user groups. This type of TFT monitor now being rolled out across the Metronet Rail system as a result of the efforts of my team and I, resulting in recorded reduction of breakdowns, reduced risk to PTI, reduction in maintenance times, hence a reduction in whole life costs.

· Took on responsibility for failing project - Power/civils Upgrade works. Project had potential serious incident and the focus was to get works re-started safely and to satisfaction of HMRI and HSE. I reviewed management processes, Resources, Programme. Implemented tighter expenditure control, reviewed and set up robust implementation programme and set out safety strategy through to completion. Complete review of communications strategy and implemented immediate controls to ensure safe acceleration of works to get back on programme at minimal additional cost. Project was delivered successfully with no additional operational impact. Client highly commended me on the actions and methodology I used in completing this project with minimal impact on PFI Contractor and 3rd party contractor.

1989 - 1998 London Underground - Senior Project Engineer

· Successfully completed power supply upgrade at West Ham British Transport Police Accommodation to programme and Budget.

· Developed communications plan, Implementation Plan, Stakeholder feedback process workshops to enable strategic, timely implementation of new engineering workshop at Lillie Bridge, whilst minimising impact on existing depot workshop operations. Works completed inside original 10 week programme as a result.

· Carried out detailed review of station operations at Hounslow East, which enabled project team to take a systems approach to design of new station. Took lead role in putting together and leading full project design team through to production of Detailed Design RIBA Stage F.

· Successfully closed out numerous technical & co-ordination issues on Jubilee Line Extension Project and strengthening works.

· East London Line Re-commissioning project - Circa £10m project re-commissioning and re-opening East London Line.

· Successfully completed detailed design/co-ordination of Northern Line Project - CER Upgrade - Circa £25m

· Completed Section 12 Communications Equipment Room Installation - >£10M project 1998

Project Management Specific - Knowledge, Skills, Capability

The ability to work with, influence across a wide range of stakeholders is key for successful project delivery, but also for managing relations and perceptions. My skills in people management come naturally, which helps get issues dealt with where others may fail.

In my current role as Delivery Manager I work manage interface/interaction with many stakeholders - English Heritage, Local Auth, ED, HMRI,HSE, PPP Contractors, PFI's 3rd Party developments as well as all technical areas.

Having worked for Metronet Rail in its formative years I am well versed in management of Service contracts and have developed a good understanding the PPP contract, Connect and Power PFI Contracts.

As Project Manager I successfully delivered Connect Power Upgrade works on behalf of MRSSL and was commended by project sponsor on turning potential failure into a qualified success. I was personally thanked by senior management and project team for way I managed team through difficult time up to successful completion. Being an excellent communicator enables me to manage Client and Contractor expectations in a controlled and sympathetic manner, whilst maintaining quality of delivery. Another measure of my success on this project is that I inherited a team who were de-motivated following incident AT Farringdon. I utilised empowerment techniques to motivate my team for the good of project and for their own future.

I am highly qualified project manager with in excess of 15 years project experience. I have been leading projects as Project Manager for the last 6 years and have a detailed understanding of project environment. I have been project Manager through the many recent changes from procurement of PFI's to setting up and rolling out of PPP Contracts. On my Connect Power Upgrade Project I set up Commercial strategy for the project including contract/tendering, negotiation, financial control, agreeing payments based on pre-agreed milestone analysis and Earned Value analysis. I managed change control procedure with keen eye for detail based on the complexity of the works, which limited the potential for scope creep, whilst maintaining Client confidence.

My Construction Manager from my Connect project has moved on to become Assistant Project Manager. Currently as PFI Delivery Manager I monitor PSC contractual obligations against the

Delivery and technical requirements.

I manage several major upgrade projects, including Tottenham Ct Rd, East London Line Enabling works, Kings Cross Development, Victoria Line Upgrade - Estimate £135m. Significant part of my week is

meeting with PFI Contractor Project Managers to review Primary obligations and what effect these may have on other PPP, PFI's

I was Project Manager for Infraco SSL Connect power and Enabling works valued at circa £52m. I developed high level/detailed project programmes and presented Baseline to project stakeholders. I developed project delivery strategy, set up individual projects within the overall programme of works and I defined the critical path, roles, responsibilities and the interaction/interface I expected throughout the project phases. I developed work packages and work breakdown structures to ensure appropriate resources were requested and made available as required. I assigned work Packages to Project Managers and communicated my overall Project Programme. Throughout delivery of the assigned work packages I monitored performance of project managers and their assigned projects. I had monthly folder meetings to discuss progress and to review periodic action plans.

I met regularly, sometimes informally, with line managers to discuss matters arising. This resulted in Line Management awareness of resource issues/constraints relative to project.

The Connect project continues to be a very complex web of interfaces across the widest spectrum of stakeholders and the nature of individual personalities within the project environment can 'muddy' the project delivery stream. I have developed key skills in this area.

In my current role as Delivery Manager I have recently broken down a significant roadblock at the request for help from one of my fellow Project Delivery Manager's. I used my wide network of contacts to exert influence in an indirect way. By doing this I was able to help my colleague deliver important Northern Line Upgrade works with no impact on PFI contractor. By demonstrating the benefits for all I managed to secure funding for the works at no additional cost to LUL, whilst maintaining focus on the overall objective of completing Northern Line Upgrade works.

Throughout most of my working life I have been successfully delivering systems and projects through other Project Engineers, Project Managers, Services Project Managers. I am a very good people person and carry a great deal of respect from peers and senior Management across the LUL railway system. I have risen through ranks of Project Engineering over a career of circa 20 years with LUL and I have been influenced and have learned from the 'best in class' here at LUL. I have covered the role of Senior Project Manager many times over recent years and am able to manage the most difficult staff with firm hand of persuasion and confidence, whilst maintaining a thoughtful considerate approach. I have worked hard in my working life and the most rewarding experiences have been in Project Management.
