• Procurement consultancy to the UKvisas Biometrics Programme procurement manager.
• Procurement consultancy and mentoring to the UKvisas Procurement Manager and Head of the Commercial Function.
Achievements:
The Government’s Asylum and Immigration strategy is centred on there being an integrated secure border for the 21st century. The UKvisas Biometric Programme has supported this strategy by implementing “Strong border controls with fingerprinting of all visa applicants by 2008…”. I have worked in the Procurement Team which has established two OJEU framework agreements for the supply of biometric technologies including fingerprint recording equipment and software to the UKvisas Biometrics Programme and other related government biometric programmes. Subsequently I have compiled a comprehensive Contract Management Guide for the team’s ongoing supplier relationship planning and management.
I had responsibility for producing: statements of procurement requirements derived from technical and functional requirements; tender evaluation criteria and marking models; consolidating tender evaluations and producing detailed procurement timeline plans. I continue to support the procurement management activities at UKvisas by developing the organisation, processes, contract management planning, behaviour management, and reporting structures for the UKvisas Procurement Manager / Head of the UKvisas Commercial Function, as well as providing mentoring to the procurement team that comprises a mix of full time civil servants and contractors.

• Strategic consultancy to refine and document the IWS ICT strategy
Achievements:
The IWS ICT department are contributing the ICT service provision to a major relocation programme at the DTI to reduce their number of central London Buildings for which I wrote the ICT service proposition and initial PID. I managed the technical and functional requirements, supplier options and proposal from OGC / Global Crossing / Siemens for a flexible and remote access telephony upgrade to the existing telephony system. I also analysed and specified the DR requirements for telephony across the DTI Central London Estate, negotiating the proposed technical solution with OGC / Global Crossing.
I was the Project Manager with responsibility for the ICT refurbishment for the relocation move of 200 DTI staff with high security ICT systems. A substantial part of this work involved procurement of third party deliverables and services, including discussion of the ICT moves required with the outsourced IT infrastructure suppliers.
Subsequently, as ICT Project Manager for the accommodation re-stack programme of the DTI’s 151 Buckingham Palace Road office of 1500 staff, I was responsible for (i) the GTC framework competition, evaluation and contract award to re-cable the 151 Buckingham Palace Road office, (ii) specification and negotiation with OGC / Global Crossing to deliver new MTS Mobility telephony; and (iii) specification and negotiation with the existing IT infrastructure supplier, Unitas for ICT refresh, moves and network / server changes.
I wrote the analysis and solution business proposal paper for business change to the IWS change management request process. This process enables all DTI staff to order ICT services from IWS. The intranet / database solution proposed bringing the process under IWS direct control, involving newly appointed Account Managers supported by appropriate IWS technical team reviews.
As part of business improvements in the IWES Estates team I wrote an Estates Planning Processes Handbook and set up integrated planning tools to allow management visibility of progress status across all DTI Capital Building, Major moves and ICT work. This effectively changed the Estates and Projects Team previous ad hoc working method to a delivery focussed project approach.
I also produced a Technical Strategy Report supported by a full Programme Plan to incorporate all the tasks, dependencies and deliverables required from the ICT team over a 3 year period.

Achievements:
The SIA Managed Services (including business systems) provide licensing and inspection functions (contact centre, workflow, back office, and licence fulfilment) for those who offer security services in many sectors of the private security industry. I compiled the GTC Managed Services Agreement; wrote the proposal evaluation method (including evaluation criteria), led the technical evaluation, prepared technical review and evaluation reports of suppliers’ proposals for the SIA HQ IT Infrastructure and the SIA Business Support Systems projects.
A member of the bid clarification team, I planned the procurement timetables for both the GCat procurement of LAN and office HQ IT infrastructure and the GTC procurement of managed business services and compiled reports of all evaluators’ scores on suppliers’ proposals.

Achievements:
I planned and established a phased programme of incremental work to support the long-term business goals of offering electronic chart products for sale and ultimately e-delivery. In Phase 1 I managed the systesms-design and re-hosting of the UKHO Internet site involving integrating new users’ requirements, and managing the third party internet design provider. The web site was re-designed to conform to the Information Age Government strategy from its Modernising Government white paper into account. This work has delivered and tested a fresh design style, menus, navigation, new copy, feedback forms and some content management for page owners to update their material directly.
In addition, I organised recruitment of a new web management team and the planning of a second phase of web development under EU tender and procurement directives in the EU Journal. I integrated the specification for the second phase with the marketing strategy for digital products with the goal of building a fully content managed site with increased functionality, product purchase, e-delivery etc.
I undertook a review of the business case for the commercial Admiralty Digital Chart Service, which had been proposed as a PFI/PPP, and presented the results to the Board of Directors from strategic and financial perspectives of sales, distribution and production.
I managed a concept-proving demonstration of a maritime navigation portal to promote internal buy-in by UKHO Directors. The demonstration was also used to encourage potential partner and data providers participation.

Achievements:
Initially, the work involved customer facing activities preparing Feasibility Study reports for business users by interview with users and Information Systems staff, covering the business requirements, solution options, cost benefits and making recommendations for approval by the Business Systems Programme Board.
Subsequently, I was the Programme Manager of various technology pilot and proof of concept projects using the ERP evaluation solutions in the Solution Centre. The projects included: electronic document management (Documentum), work flow, short messaging service prototype, intranet, three tier technology architecture (CORBA, middleware), data management and repository (Quillion).
Subsequently, I was appointed to the line management role of IS/IT Strategic Design Manager with budget and reporting responsibility during an RTIS re-organisation. I successfully set up two teams; IT Strategic Design, IS Strategic Design of 25 staff in addition to the Solution Centre. The design teams were responsible for strategy architecture selections, definitions and providing internal consultancy and systems design assurance to projects for NT rollout, mid-range, networks and enterprise wide applications. An important part of this work was communicating the strategy effectively to business projects and key users.
