Major Projects for Various Clients
London and elsewhereCentral Government Office of the Deputy Prime Minister, Westminster
Led commercial negotiations on the IT Services Outsourcing Project (ITSOP). This was a procurement project run to exceptionally tight time scales under the EU public sector negotiated procedure (advertised in OJEU June 2005, contract signed February 2006). OGC Gateway 3 noted several “exemplars of best practice” and gave all commercial aspects of the project a GREEN status. Negotiations were conduced simultaneously with Unisys, Fujitsu and Steria. I was responsible for co-ordinating the work of KPMG, Partnerships UK and the ODPM’s legal advisors Field Fisher Waterhouse. The resulting contract:
• outsourced the desktop infrastructure supporting 3000+ users;
• replaced the existing Novell infrastructure with Microsoft Windows XP SP2;
• included an integrated Electronic Document and Records Management System;
• paved the way for further business transformation; and
• was awarded to Steria for an initial 5 year term with an option to extend.
I was also responsible for all aspects of the commercial hand-over to Steria including the novation of existing contracts and reassignment of software licences.
Inland Revenue, Telford
I was involved in delivering services to the Inland Revenue under the Eagle outsourcing contract for EDS and was closely involved in the implementation of the Aspire outsourcing contract under which he continued to serve the Inland Revenue on contract to Fujitsu. My achievements include:
• setting up, managing and coaching a hardware procurement team responsible for an annual spend of £40m;
• leading negotiations with Hewlett Packard and Sun Microsystems for high-end server procurement framework agreements;
• project managing a software licensing reconciliation project which freed up over £1m of spare licences; and
• project managing the commercial hand-over of contracts and software licences from EDS to Capgemini and Fujitsu.
After the implementation of Aspire, I remained at the Inland Revenue for a further three months to manage the integration of ex-EDS employees into Fujitsu and to set up effective communication processes between Fujitsu, Capgemini and the Inland Revenue.
Local Government London Borough of Camden
Initially a six-month interim assignment as Head of Commercial Services managing a Procurement and Business Support team of 15 LGOs within a newly formed Corporate ICT department.I was subsequently retained to manage several multi-million pound ICT procurement projects. During this period I was responsible for securing cashable savings of over £6 million. Some highlights of my work at Camden include:
• rationalising and consolidating all telecoms services
• negotiating the centralisation of funding for desktop hardware refresh
• overseeing a review and procurement of Oracle licensing
• raising awareness of environmental benefits of thin client computing, virtualisation and desktop management
Warrington Borough Council, Warrington
I held the position of Interim ICT Procurement Manager reporting to the Head of ICT Strategy, Geoff Hart. During his time at WBC, he:
• reviewed and documented the client’s existing procurement processes and benchmarked these against best practice;
• introduced more effective and robust processes;
• coached and mentored the Council’s permanent staff on aspects of ICT procurement;
• managed several application software procurements using the EU restricted procedure;
• prepared an ICT Procurement Strategy which was approved by the board, and which set out the business case for outsourcing IT operations; and
• managed the rapid outsourcing to Computacenter of PC installation in conjunction with a 1000 PC asset refresh procured through G-CAT.
Retail Logistics Argos Retail Group
I was the Project Manager for two phases of a multi-million pound program of enhancements to the mail order systems and operations supporting the Kays, Great Universal, Choice and Marshall Ward brands. I was responsible for all aspects of project management including planning, financial control, stakeholder management and risk & issue management. I managed a team of over thirty business and IT specialists to deliver the project on time and to budget. The project successfully:
• implemented next day, nominated day and timed delivery services throughout 5 Regional Distribution Centres and a national network of depots; and
• developed flexible component based application software and integrated it with the legacy mainframe system.
Retail Credit Morses Club, Worcester
I was the Project Manager responsible for implementing a business transformation project. I was directly accountable to the Managing Director for delivery of the project which:
• reorganised and slimmed down a field sales force of 800 people;
• transformed the supply chain for delivery of merchandise to over 1 million customers;
• overhauled the legacy mainframe systems to support more flexible credit and delivery options;
• was time-critical – redundancy consultations had already started and work had to be completed before the peak Winter season; and
• was completed on time and to budget.

LondonI was the Operations Director responsible for implementation of e-business ventures within UBM’s e-business division, eBusinessMedia. This included recruitment of business teams, system and process development, launch planning and managing partners. Successes included the launch of the leading online trading exchange for the UK furniture industry.

Active Management, YorkshireActive was a consultancy specialising in Procurement and Supply Chain Management. I was brought in to manage a transformation project for one of the firm’s largest clients. He also made a significant contribution to business development and set up the firm’s e-procurement practice. Successes include:
• helping IMI plc to integrate Procurement operations in the UK, Germany and Sweden,
• identifying over £5m of savings for IMI during a 100-day project,
• forming a co-marketing alliance with Commerce One and Company Barclaycard, and
• providing e-procurement consultancy and services to Cadbury Schweppes, Smith & Nephew and StRegis Paper.

Olivetti Services, Milton KeynesI was the UK Procurement Manager for Olivetti Services (now Getronics). Responsible for setting up procurement frameworks, managing inventory and staff development. Led a team providing support for several major client projects including:
• replacement of all front office desktop hardware for Abbey National – over £20m of hardware,
• replacement of Leeds Building Society branch IT systems following acquisition by Halifax plc – completed in a weekend, and
• purchase of hardware for Halifax mortgage administration centres – sourced internationally for multi-million pound savings.
