An overview and summary of core experience and assignments are:-

Interim management

• Head of Strategy & Performance in the Environment, Culture and Community Safety department (Lambeth 2006/07). Provided leadership and direction to ten staff, set up framework for performance management and improvement, and Local Area Agreement. Responsible for workforce development; Investors in People; Equalities & Diversity; communications and consultation; democratic process support, customer relations and complaints. Introduced nearest neighbours VFM benchmarking analysis reporting and a delivery model for mainstreaming Equalities and Diversity;

• Performance & Quality Assurance Manager in Housing (Haringey 2006). Carried out KLOE gaps analysis for client side functions – strategic approach, allocations and lettings, homelessness and housing need, diversity, private sector housing and housing income. Incorporated these in divisional and service plans in preparation for the development of a robust ‘client side’ service, and Housing ALMO inspection;

▪ Performance & Quality Manager in Environment Services Group (Hillingdon 2003/04) with responsibility for service planning and performance management (including Comprehensive Performance Assessment). Helped develop corporate balanced score card (BSC) service and financial planning process. Implemented BSC in the department and coached service managers with drafting and implementing team and service plans;

▪ Local Strategic Partnership Manager (Waltham Forest 2003/04). My achievements included the development of theme action plans, compilation of an LSP Handbook /Guide, and the design and implementation of a Joint Service Planning day of residents and multi-agency providers to explore what services to commission with Neighbourhood Renewal Funding, to help achieve floor targets. This contributed to Government Office for London awarding the LSP an amber green performance management rating in July 2004.

Project Management - Housing Management Improvement Plan covering 14 service areas, and workshop facilitation, establishing and running problem solving working groups (Southwark 2007/08), Environment and Consumer Protection Whole Service Review to identify efficiencies and savings (Hillingdon 2007).

Organisational Reviews –Options Review of the Council’s Voluntary and Community Sector Grant Arrangements, carried out in line with Best Value principles (Hackney 2005/06), Options Review for Development of Effective Second-Tier Voluntary & Community Sector Infrastructure Provision in East London (East London Community and Voluntary Services Network 2005), Best Value Review of the Street Scene (Hillingdon 2004).

Performance – Develop and carry out VFM element of Culture Services KLOE self-assessment for Audit Commission inspection (Hillingdon 2007).

Tendering Support As an associate with two other consultancy companies - Access to Contracts (Waltham Forest and North London Ltd 2005/06); Women’s Enterprise in London (London Development Agency 2005), Trade Local (Partnership of Haringey Council, Enfield Council, Middlesex University and Fit to Supply 2004/05).

• Worked closely with the Voluntary Sector and reviewed the implementation of the corporate “We’re Listening” guidelines. Resulted in improved guidelines, a strategic framework for consulting/involving children and young people, a Good Practice Fora and a culture of quality and consistent consultation/participation
• Project managed the council’s Best Value pilot response to the Audit Commission’s 1996 report “Misspent Youth – Young People and Crime”. This influenced changes in practice, policy and partnership working to reduce youth crime.

• Developed an internal management consultancy in an ‘internal market’ – traded successfully, carried out a number of organisational reviews and achieved timely, innovative, quality work, positive reputation and viability;
• Evaluated the VFM basis of the partnership benefits and incentives in exchange for a ten year grounds maintenance contract. Methodology included company/ market sector analysis, VFM and organisational implications, unit cost comparisons and the national context of the government’s then proposed windfall tax and replacement of CCT with Best Value
