1. Oct 2004 - Dec 2006: International Telecommunications Union (ITU) (multiple missions)
A) ITU - BDT in Geneva, Switzerland as Technical Expert for bid evaluation and commercial negotiations in Geneva, Switzerland for the supply of wireless local access, GSM and CDMA2000 cellular infrastructures in East Africa.

- Expert ITU Consultancies to the Governments of Rwanda and Burundi
B) In Rwanda (Managing ITU Rural CDMA 2000 Cellular & Wireless Access Project) ITU Expert coordinating with the Rwandan Government supervising the design, implementation optimisation and Acceptance Testing of a CDMA 2000 rural wireless solution supplied by Huawei. The network operated by Rwandatel supports Voice, Internet, Multimedia services incorporating Solar Power systems and civil works. Liaised and negotiated with government ministers, regulator, other executive bodies and specialised international agencies.

C) In Burundi (ITU Expert - Project manager for GSM Rural Wireless Access project) Supervised the design, implementation, optimisation and PAT of the ITU funded GSM rural network of ONATEL (incumbent operator) in Burundi for equipment supplied by HUAWEI Technologies. Coordinated with government ministers, regulator and with executives of national and international agencies.

2. Aug 2003 to July 2007 - Telecom & ICT Strategy, Business Development and Network Design Consultancies.
- Negotiating WiMAX R&D Partnership between Rodborough Radio Technology UK and University of Sierra Leone for rural telephony and high speed data & multimedia access.
- Investigating IP-TV Development Partnership for delivery of on-demand TV service and Video applications over broadband IP networks.
- Broadband Wireless Access -WiMAX, WiFi, VSAT, Cellular, Optical Network technologies design, analysis, bidding.

3. June - July 2003: UK Department for International Development (DfID) Consultant ICT Technical Adviser to The Gambia government, supporting the design of the Basic Education for Poverty Reduction Programme development aimed at strengthening and expanding access, integrating ICT and information management systems throughout the educational sector with the provision of enhanced knowledge management in the Department of Science and Education.

4. September -December 2002
ITU BDT Expert - Consultant to the Government of Rwanda - Forecasting the Demand for Telecom services and preparing a 5 year Strategic Investment Plan for the Rwandan Governent. Public Private sector development program for expanding telephony, internet & ICT services. Co-ordination with government, educational institutions, the private sector, international agencies, NGOs and the donor community.

Fixed Wireless Access, Broadband Systems Group.
Product strategy responsibility for Fixed “Broadband Wireless Access” (BFWA), IP, SDH & PDH Microwave and Millimetric radio portfolio. Produced market plans, Product specs and Business plans for Broadband Wireless Access (OFDM) and High capacity SDH Radio conformant systems. Strategic planning & coordination with global sales teams and partners. Conducted intelligence gathering, competitor analysis, prepared business case and marketing plans. Provided specialist support to global sales force, high level presentations to company and customer executives, and at international conferences. Was responsible for SDH Radio business management and engaged in the acquisition of strategic partners. Provided in-depth technical training to staff and customers, and represented Marconi at UK and European Technical Standards bodies formulating technical standards for Broadband Radio Access Network (BRAN) and SDH Radio.

UK Govt Secondment - May to Dec 2000: Marconi’s Representative on ICT Public – Private Sector Partnership Initiative a Special Government Assignment with the UK Department for International Development (DfID):-
Seconded to DfID in a special governmental advisory role, as a member of a pioneering team working on the Prime Minister’s initiative (Imfundo) in coordination with governments, private sector and international development bodies and donor agencies. Tasked with exploring the use of “Information and Communications Technologies” to improve and reform educational sectors in developing countries, focussed on the role of increasing rural access to the national/global information society.

Product Marketing Manager responsible for marketing and sales of SDH High capacity and PDH Low capacity Microwave Radio systems. Responsibilty included ETSI product strategy, product management and liaison with Fujitsu Japan and Fujitsu Europe for SDH & PDH radio family products. Life \cycle management, market analysis, intelligence gathering, system specifications, concept plans, business plans, product promotional brochures and delivering high level presentations to customers and business executives.

Pre-sales responsibility for radio network planning, providing technical support to sales bid preparation, proposal pricing strategy and developing in-house organisational structures for microwave radio support & network design. Representation at UK, ITU and ETSI technical standard bodies defining SDH Radio and Broadband Access standards.

Appointed in a variety of roles - Principal Planning/Systems Engineer, Technical Support Manager, Propagation Specialist
Bid preparation and Planning Microwave and Fibre Optic transmission networks for international customers. Definition and development of Millimetric and Microwave prediction models and software tools. Performance analysis for SDH and PDH radio networks and specialist technical support. Systems engineering functions interfacing with developing labs and representation at various UK and ETSI radio standards bodies & Electrical and Electronic Association. Presentations and technical demonstrations to customers and at international conferences. Supervised planning engineers and radio survey teams, and delivered specialist training to engineers and customers internationally. Planning and designing of transmission network and associated power sub-systems.

Task Manager - Responsible for management and coordination of operations and maintenance of National Trunk, Secondary & Rural Microwave transmission network & Pan-African Telecoms (PANAFTEL) international network. Managing and training maintenance staff on Microwave, UHF Radio systems, Digital Multiplex, Control system, Standby Power systems and sub-systems.

Project Manager - for implementation and commissioning of major trunk backbone Microwave high capacity and PANAFTEL networks connected to neighbouring countries.

Planning Manager - Network Design and Project Management Functions with specific responsibility for Trunk & Rural Radio link planning, performance analysis & path/site surveys. Pre-feasibility assessments, Pre-investment network economic appraisal studies, tender adjudication for national backbone/rural networks & Pan African Telecom Network (PNAFTEL).
