A) ITU - BDT in Geneva, Switzerland as Technical Expert for bid evaluation and commercial negotiations in Geneva, Switzerland for the supply of wireless local access, GSM and CDMA2000 cellular infrastructures in East Africa.
- Expert ITU Consultancies to the Governments of Rwanda and Burundi
B) In Rwanda (Managing ITU Rural CDMA 2000 Cellular & Wireless Access Project) ITU Expert coordinating with the Rwandan Government supervising the design, implementation optimisation and Acceptance Testing of a CDMA 2000 rural wireless solution supplied by Huawei. The network operated by Rwandatel supports Voice, Internet, Multimedia services incorporating Solar Power systems and civil works. Liaised and negotiated with government ministers, regulator, other executive bodies and specialised international agencies.
C) In Burundi (ITU Expert - Project manager for GSM Rural Wireless Access project) Supervised the design, implementation, optimisation and PAT of the ITU funded GSM rural network of ONATEL (incumbent operator) in Burundi for equipment supplied by HUAWEI Technologies. Coordinated with government ministers, regulator and with executives of national and international agencies.

- Negotiating WiMAX R&D Partnership between Rodborough Radio Technology UK and University of Sierra Leone for rural telephony and high speed data & multimedia access.

June - July 2003: UK Department for International Development (DfID) Consultant ICT Technical Adviser to The Gambia government, supporting the design of the Basic Education for Poverty Reduction Programme development aimed at strengthening and expanding access, integrating ICT and information management systems throughout the educational sector with the provision of enhanced knowledge management in the Department of Science and Education.
